WebEdit: the issue was TPM auto provisions itself once windows boots back up after clearing, so you first have to go into powershell and run Disable-TPMAutoProvisioning, then go into BIOS and clear the TPM, reboot, run the TPM update utility, and it worked. Then run Enable-TPMAutoProvisioning to get it back the way it was. Now I have updated TPM.
